This steering binnacle does not have a compass but rather a turn angle indicator. Last photo shows brass turn indicator on top of pedestal stand.
The arrow on top of base is connected to the steering drive shaft. Turn the wheel to right: the arrow will move to the right at the same time. Inscribed in top of turn indicator is "Scuttlebutt Ent. Co. Ltd."
