Back in the old days on before radio, the ship crews and yard workers needed a way to "talk" at a distance. They used lights, flags and sounds. Whistles and horns allowed the men in the different ships to communicate or warn each other in hard to see conditions. Ship horns were also used to hail ships that may be drifting too close to shore.
